The BES Budget Archives contain many past Budget Requests and Committee Reports.

The President's FY 1999 Budget Request to Congress contains breakouts of the FY 1997, FY 1998 and FY 1999 BES budgets.  The document describes in some detail the mission and goals of the BES program, FY 1997 accomplishments, the research activities and facilities operations that the BES program supports, performance measures, and the proposed future directions of the BES program.

The Energy and Water Development Appropriations Act of 1999 was signed into law on October 7, 1998 (Public Law 105-245; H.R. 4060).  The FY 1999 conference agreement included $809.1 million for BES versus the President's Budget Request of $836.1 million.
